This is experienced by some players on Chaos/4v4 League, and to some extent EG and TW as well. It's a big problem. We're all on the same server. Might be a configuration error somewhere. Very hard to know with limited access to logs and no server console output.
Basically what's happened is that the server has temporarily banned your IP for an arbitrary amount of time, probably because it thought you were connection-flooding.
The temporary fix is: unplug your router for a few minutes, then plug it back in again and hope you've gotten a new IP address. You can also try a VPN, though that will add on lag. Or, you could tether to your phone.
