The jobbies are like the Smoggies (a cartoon from the REAL good ol' days) that fought against pollution. In contrast with the Smoggies then, I assume the Jobbies would be fighting against gainful employment, or otherwise unqualified (not old enough) to do anything worth paying them for - and I mean ANYTHING.
