No they took into consideration an impact of a 737, the largest commercial aircraft of the time. Flight 11 and 175 were both Boeing 767s. The way both impacted the Towers the jet fuel was dumped directly into the structure burning at very high temperatures never tested on a steel building before.

Yeah in the pre-9/11 world nobody really expected people to hijack planes and fly them into buildings, go figure. They built them to withstand a plane hit in the off chance a plane did hit them, but not a purposeful strike. The terrorists had plans of the buildings and knew where to hit them in order to cause the most damage.

the people who designed the towers had no idea of what would happen if they were hit with fully loaded jet planes.

it was designed to withstand the shear lateral force of the impact, not the ensuing fire, nor the explosion caused by the jet fuel
