These guys are no "free agents" allow captains to sign them by having there star raised by 1 in each league or 2 if another captain wants to sign and so forth

lol, nope. Too many issues with that approach. Although, it would be super interesting and fun imo. Everyone start at 6/6/6 and would bid on the players. The issue however is that most likely ppl would end up too high to gain any playing time. Then ppl would make ridiculous bids like for example someone who is legimately 6/8/6. Some captain could offer 10/8/10 with no intention to field that player in wb/base. Back when there was overall ratings for all leagues we had a bidding system for free agents but it didn't work out. This would be even more complicated.
