That's a sound clip from a popular TV show. A woman was on a bus, and was complaining about how she was going to die while on the bus, so the bus driver got mad. And yes, at the end, he's saying "DRUG HER UP". It sounds hilarious taken out of context. I think it was a musical.
Edit: I think this may not have been from a TV show at all, but just a thing that I made with Sound Recorder and forgot about for years.
