Portugal did bring on Nuno Gomes eventually... in place of Pauleta. Go figure. You have one forward on the pitch, nearly all other teams play with two, you need to score goals and you have a forward on the subs bench with the option of bringing him on, so you bring him on in place of... the forward thats already on the pitch.
