It must be manually made. Make a .txt document using Notepad and put it in your Continuum Directory, in no specific folder. Just name the document ignore, and make sure you save it as a .txt file.
Anyway, I don't have many people ignored. Mostly really annoying people, and baseelim whiners. Wait, they're the same thing. $$
