I think you may be talking about custom sprites.

http://www.csnation.net/cssprites - This is a site I use for custom blood, muzzle flashes, explosions etc. The sprite files are only a few hundred kb's so no worry if you are on 56k.

As Dameon said, you can get realism packs too, which replace most textures, skins and sounds in the game, the most popular, and my favourite being the Fusion pack. The newest version of the Fusion pack is Fusion Pack SE and can be downloaded here: http://www.games-fusion.net/content/000289.php
Note: It isn't free, but well worth it.

I recommend the Fusion pack myself, if you have the time, money and bandwidth to download. The models and skins are of very high quality and will increase CPU usage a lot, especially when the action is kicking off so you may need to scale your settings.
