No. Have the kiddies in the youth group design one for him. I'll do it for 150, since I am the best artist in TW.

There is always someone willing to do it cheaper or for free but if he is willing to pay then let a graphic designers get there paycheck. Oh and search for the best quality design for the $, like a built in system for updating the site.

I took Advertising Art and Design senior year, you have seen my artwork( I think ) here on the SS boards and I got 4th place in AZ state design competition, so I can do logos n.n;
