I srtongly recommend then "Logitech MOMO Racing then something and lots of numbers". It's kind of expensive but certainly the best wheel I have had.

edit: plus it has stick-shift which makes playing rally games much more fun.

In options, force the computer to use player car setups, then make one with terrible gear ratio and use it. Add 9 AI players on the hardest difficulty and they'll all be using your setup. Just select the other car and rejoin the list. 48pts for winning a 5 lap race on that difficulty.
