I hate Flash, it's an inaccessible waste of resources.

... like strike said, it's impossible to say how long a project is gonna take until you know what it is. Prices generally reflect the time invested in the project. It seems normal to expect to pay between $200 and $300 for a basic site, I think that's a bit high personally. Of course if price is important you could ask the designer to cut some corners for you.

Flash is good for some kind of sites, entertainment etc. But if the site should be practical to use and if you expect people to visit it frequently, I'd say skip it. Practicality is more important.
