"An appearance in this list does not necessarily indicate a crime-ridden country, since the rate of crime reporting relates closely to factors such as confidence in local law enforcement authorities. A rate of 1,000 per 100,000 may be considered average" (Ash 71).

I did some research on it and came to the conclusion Finland has around 15 000 different persons in jail per year.

That would be around 283 prisoners per 100 000 Finns.
