Heres my thinking on it:

It says that shark DNA and Rudy's are 99.9% similar so they splice part of the shark's DNA and put it in Rudy's to create something better. The warning says that they can no longer contain him and he then escapes. When they find him, he's in bomberman, a shark arena. So it is what Edify said, about him being a good shark.

That makes sense, I basically thought that but was always confused by "Subject lost" I thought it meant he died, so the .?find Rudy right after always made me go hmm.
