(my) answer:
If you want to take the easy way out, go to a website that has website layouts premade and use it. There's also other sites like OSWD that have basic designs that you can modify and customize for your use.

But, if you're willing to try entirely coding by yourself, use HTML and CSS as starters. Basically, it's trial by error. Also look for tutorials and other example scripts that could be useful.
Or else, use some sort of WYSIWYG editor (such as MS Frontpage).

But I recommend trying coding over all other ones, since the possibilities are limitless. But why ask when your layout seems fine anyway?

It's kinda late to make a Naruto site 4 years into the anime.

It's never gonna have as much info as http://www.leafninja.com/, or be as big as http://www.narutofan.com/.

I've seen loads of people who's been trying to make Naruto sites and failed big time.

Well it really is kind of late, but it doesn't matter. Infact i'm involved in creating a new naruto site atm. As a tip for your site I reccomend you use a custom CMS that way it's easier to post news, and edit your pages. Just one question is going to be a scam kind of site? (eg.Narutofan,naruto-kun basically almost all sites that have "premium members").
