They're not in any particular order, it just makes it easier if they are numbered so if people break rules, you can say "you broke rule number 4" or whatever.

I've got 0 problems with English being the main language. I just thought it was kinda funny that "No HTML" and "SPAM" was seemingly rated higher then the racism rule.
Also I'm not realy serious about it, else I wouldn't have posted it in Black Hole or w/e this subforum is called

No whitespace, but.. with the new forum theme, it becomes black space, thus you can add as much blackspace as you want.
