Since the laws are getting stricter and stricker, I'm going to propose a new idea. If you go over a certain weight limit you are to be jailed. When this law goes into effect, if you are over the weight limit then you go to jail free card.
This would combine well with a law in hong kong(?) that fines people if they do not finish all their food in a restaurant. True patriots are skinny men anyway, whatever they eat
