On topic: They aren't shooting it down randomly, they probably got a room full of experts doing simulations and calculations on exactly when to shoot it, and how big the payload of the missile should be.

The only issue is the rocket fuel left in the tanks. They will shoot it down as it enters the atmosphere (note that they have shot down missiles moving a lot faster than this thing) so the fuel will burn up.

Oh wait, lets make it a conspiracy. The US government really wants to shoot it down so that it’s secret stuff will not be bought off Ebay (like some other government want to buy melted blobs of metal). No, wait. The Bush Admin thinks that by shooting it down into thousands of pieces they have a good chance of killing a bunch of Democrats.

Might not be a conspiracy. They do fear that some parts that wont be burned in the earth atmosphere will land and get to some hands that are not supposed to have it. But mostly it because the satellite will be toxic because of its rocket fuel.

All governments/companies are required to list the exact number of satellites and their orbits. Even space junk orbits are tracked. Any good telescope software (Starry Night for example) has features that allow you to download the current orbits of all satellites.

It would not be in any countries interest to have a manned or un-manned space flight get taken down by having it hit a unknown spy satellite flying around up there. The only thing really unknown about satellites is exactly what they are capable of, not whether or not they exist or what their orbits are.
