Here it is, in it's 2-3 sentances of glory. I've highlighted the relevant part for those how can't spare more than 3 seconds to read posts.

            HR 5843 IH

            110th CONGRESS

            2d Session

            H. R. 5843
To eliminate most Federal penalties for possession of marijuana for personal use, and for other purposes.

            IN THE HOUSE OF REPRESENTATIVES

            April 17, 2008

Mr. FRANK of Massachusetts (for himself and Mr. PAUL) introduced the following bill; which was referred to the Committee on the Judiciary, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

            --------------------------------------------------------------------------------

            A BILL
To eliminate most Federal penalties for possession of marijuana for personal use, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

            SECTION 1. SHORT TITLE.

This Act may be cited as the `Act to Remove Federal Penalties for the Personal Use of Marijuana by Responsible Adults'.

SEC. 2. ELIMINATION OF CERTAIN MARIJUANA-RELATED PENALTIES.

Notwithstanding any other provision of law, no penalty may be imposed under an Act of Congress for the possession of marijuana for personal use, or for the not-for-profit transfer between adults of marijuana for personal use. For the purposes of this section, possession of 100 grams or less of marijuana shall be presumed to be for personal use, as shall the not-for-profit transfer of one ounce or less of marijuana, except that the civil penalty provided in section 405 of the Controlled Substances Act (21 U.S.C. 844a) may be imposed for the public use of marijuana if the amount of the penalty does not exceed $100.

Weed- possession, use, distribution, manufacture - would all still be illegal or decriminalized as it is today unless individual states also enacted similar legislation.

It's people like you who ruin a good thing. You're entire argument of "I still don't mind it being illegal. I guess it's cuz i'm not a pothead, and have better things to do/smoke." makes no sense given the context of the problems that marijuana prohibition creates.

You fail to realize the strain that drug enforcement (marijuana in particular) puts on Americans. This might not be the right place to reiterate the entire "end the drug war argument" simply because it will ensure "tl;dr".

However, there are serious reasons to repeal weed prohibition legislation. A few include:

1- A huge % of law enforcement's time and money is used to arrest and process "simple possession" and similar charges. Many law enforcemnt agents agree that it's a "waste of time and money" to enforce drug laws.

2- A huge % of the prision population is incarcerated for weed related crimes. This space could be used to more effectively house violent inmates, and reduce the burden of paying for immates.

            3. No scientific research has backed up the DEA's claims for "gateway" hypothesis or many of the "side effects" of marijuana use. In fact, current laws prohibit legitimate research into effects of marijuana use, both medically and recreationally because the labs can't legally possess it for research.

            4. Lies spread by the proponents of weed prohibition mislead children and adults into falsly vilifying responsible use of marijuana. this leads to a "well if they lied about marijuana, they lied about other drugs too". The drug war needs to focus on drugs like crack and methamphetine, not marijuana.

I could go on and on. I've written at least 3 different research papers and the like on the drug war, legalization, and the prison systems, all about 10 pages long. I don't want to loose my message here, so I'll stop for now.
