The Japanese are deeply biased against foreigners, and nationalistic to the point of thinking they can do no wrong. To me, this looks like they're using economic circumstances as a scapegoat for flexing their prejudice. Does it really benefit the economy to pay people to leave, in hard times? It's politically and culturally inhumane. If America sent its 2nd and 3rd generation Japanese back to Japan, most of them would probably feel like aliens there, regardless of whether they look the same as everyone else.
The best way for them to fight back is for the Brazilians and other pressured foreigners in Japan to wage an international PR campaign about their situation to exploit the Asian culture's fear of losing face.
