Build an international shelter in the form of an elevator to space supplying rotating solar farms (water without the price to eject at escape velocity, sea floor minerals)

olympus mons is just one of four supervolcanos on mars in the tharsis ridge we'll need to use metal from. in 2015 the Dawn (spacecraft) will reach Ceres, the dwarf-planet composing 32% of the mass of the asteroid belt, and we'll be able to see if we can terraform that as well.
In caves or tunnels, in the abyssal layer the government takes place. geothermal, hydrothermal, hydropressure, wind, and solar will make everything easy if we can just design the infrastructure for a shelter keeping 1-2 bill.
those who dont join the shelter will be met by massive rescue efforts, gridding and networking bombshelters with nutrient chute systems.
within the oceanic belt we could design anchored hotels to travel it's length at no cost.
