Are they waiting until they've got no other choice? If they aren't attempting to make contact, why are they repeatedly shocking tens of thousands of people all the time? If that's the most contact they can make, they don't seem conscious at all. If they are some kind of encapsulated bacteria from another intelligent species, which was launched here to give us the idea that it's possible, that we can shoot it down, analyze it and reply that way...why do they disappear in milliseconds? That one with the Californian gov't shooting at the orbs with everything they had, not being able to take them down, killing civilians with ricochets...doesn't seem like an emissary's attempt at all. Every single instance of unexplainability is relegated to a completely silent outside intelligence that's extremely close by and disappearing randomly.
If they don't have vocal cords they can still send us mathematics. If they expect the formation of the orbs to be some kind of emissary's message about themselves, it doesn't matter - the designers aren't here and we're too 'complex' to figure that form of communication out. Absolutely nothing hints that there are intelligent organisms piloting the orbs. Any of the formations could be replicated remotely by computer signals, and even resonance bonds. It could all be a Cold War scare-tactic that's being continually revised to look creepier.

Someone just has to implant it beneath a VEI-8 caldera and disrupt the hydrothermal currents keeping the magma vents beneath under regulated pressures.
No ETs will ever prevent this result. It is up to humanity to build orbiting solar farms supplied by an unlimited supply of ocean water and ocean floor minerals. Stocked with all the preserved genomes of our era, if we can also shelter enough diversity in the elevator and farms; we will be incapable of destroying ourselves from the outside. I think it's definitely a government project. I'd go as far as to say plasma contained in aerogel. The way the orbs are emitted seem to suggest a membrane. I can only guess it's something to do with measurement. Seriously though. These instances could be the seeds in my path toward becoming a famous debunker. I read the hundreds of youtube comments for that video, and decided based on how stupid everyone was that I could do an adult job with it. I took all Occam's Razor or whatever, and then used some basic inferences by some data I've been reading over the years.
Plasma is amorphous in a membrane like a gas cloud, accounts for the color and dispersion. Aerogel aerospace technology is also quite fascinating. They may have captured an expected anomaly in the studies on the video. A critical charge point which they release from the external membrane in proportion to the charge, acquiring their own on exit. From then on it was a matter of deciding that it wasn't choreographed at all.
