Actually at 17:25 the police got the first report about the shooting, and the first patrol arrived to the closest area to the island on the mainland at 17:52. Our SWAT arrived 18:09 and they got over at 18:25. 2 minutes later at 18:27 Anders had been captured.

So it's 62 minutes, the police said they lost about 10 minutes of time due to engine failiure on one of the boats they had found. The problem was that this happened on an island about 15-20km from the closest city, and about 50-60km from Oslo where the bombings happened. It would take alot more time to transport the police unit on speedboats than it would take to search up a boat while they were just 1km away from the island.
