Edison Police Chief Thomas Bryan, a former internal affairs commander, says he is working to reform a culture of bad behavior on the force. “As a leader of the department, I finally have a chance to make a difference, ” he said. “And I say, ‘No, not on my watch.’”

    It happens everywhere.

From what i have seen i would say there are news stories about corrupt cops doing terrible things like beating guys in wheelcheers, and mudering innocents, every day, close to or 365 days a year.

This is about a police chief trying to reform police culture; to rid the corruption and dishonor. It's not really about misbehaving cops.

Yup. Those are the typical police brutality, police state, etc events that happen all too often. And I'm always suspicious that the most obvious 'crimes' are reported and they are few.
