Most accurately, this thread is comparing what Bush did to start the war was completely propaganda. The implications of the quote by Goering (generally considered the master of propaganda) shows that with the right words, the people in any nation, democratic or not can be led to do anything. With the external threat of war, any domestic policy can be pushed through as people will support their leaders.
The best example would be how Bush managed to push through a ton of laws with little notice (in terms of active coverage of all the facts) with the civil liberty-taking Patriot Act, swift arrests and border checks, major tax cuts for the wealthy in time of massive deficit (all justified because "the war on terror took more money than we thought it would"), laxing of major enviromental laws, and other conservative agendas which although were in Bush's specific policy, would not have passed so easily without the war taking everyone's attention away.
As for the war itself, the American people were more or less tricked by the Bush adminstration that they were fighting a war of necessity (terrorists, WMD) rather than a war of choice. which Iraq was. Whether the war of choice was good or not, doens't turn away from the fact that it likely would not have happened (as wars of choice of that magnitude rately have support in democracies) as there would not have been enough support for it or at least it would of been much tougher to push through.
All in all, taking the advice of the master of propaganda (I'm sure Carl Rove knows all about Goering if Bush doesn't), the Bush adminstration managed to push their entire list of policies with very little opposition in both the public and the government sides.
