    NHL 2004's Dynasty Mode (yes, it's capitalized because it's trademarked apparently) is fairly advanced for a game based more on actual gameplay, compared to games that are geared more towards simulations. While it is pretty good, it pales in comparison in terms of details and specifics as sim games.

    The makers of Championship Manager (Sports Interactive) are releasing a hockey version, but it's not out yet. It is however just a sequel to a game called Eastside Hockey Manager. (The creator of Eastside has recently joined Sports Interactive)

    It is fully licensed by the NHL, has all coaches and GMs, trades, free agency (all kinds including restricted free agency), waivers, drafts, in-depth scouting (of Junior, NCAA and European leagues), etc...

    In short, it's got nearly everything you want to simulate running a hockey team. And it's all free!
