I saw a costume that was pretty easy and I thought relatively entertaining, although it might take a bit of work to get it right. This guy had stuck pieces of wire through his tie and various pieces of newspaper and trash, to make it look like the wind was blowing them all in the same direction, and then he attached them to his clothes, so he looked like he was caught in a windstorm. It was surprisingly realistic-looking.
