Gerry your posts are about as full of fallacy as you can get.
I didn't say Izor wasn't a good terr or that was what made him a "bad person". I said he was a grade A ass, because he gets his fun, by ruining the fun of others. That's pretty much the definition of jerk. Perhaps pubs are just to play around, however the two pure pubs are to play around with basing. That's what they are for. That is why they exist.

Yes there are other basing arenas for structured and organized basing. That doesn't change the fact that the pure pubs are for public basing gameplay, and the disturbances caused by a smaller group of people shouldn't be allowed to destroy the arena for the masses.

Listen. I know Izor and he does not shark terr to "ruin peoples fun", or just to be an ass, shark-terring is a skill, that you gain to get an advantage in an arena. I mean.. newbs have to play with veterans in elim, there is no 36-100 hour elim and 100-500 hour elim etc. Would you blame a veteran for killing a newbie in elim and then tell him that he should have to play in the 100-500 hour elim because it is unfair for him to kill someone with the skill that he earned?

Shark terring however lame it may be, is hard to change, and none of your ideas so far on how to fix it will work.. let me explain.

1. Make it so you cannot join private frequencies - here is the problem with that, you say private freq's throw off pub freqs.. well not exactly, if 5 people from freq lets say 1. leave to join freq 3632, then lets say, the freqs sizes are 15 and 10 - well the next 5 people who enter the arena will automatically be on freq 1 to counteract the problem. Now lets say Izor gets him and three sharks from freq 0 and stay on freq 0, well that is four less people that will not be automatically replaced basing for that freq.. so its 15v11+sharkterr, see the problem?

Now.. besides that fact, you can't stop sharks from attaching, or that would ruin base also, same with making sharks have an attach bounty.

I honestly do not think this is a bad idea, the macro-ing gets annoying, but you can always turn off macroes, but other then that a shark-terr really is not hard to catch and kill, chasing izor with 5 wb's all day could produce nothing, but have you considered terring a spider with anti and a wb together.. that might be a tad tougher to run from.

Anyways, all I am saying is, just use a little bit of creativity and kill the shark-terr, after a while the sharks will leave, especially if it has a high bounty when it dies, don't automatically come cry to the mods every time someone comes up with something clever and original to change the way an arena in your opinion is supposed to be and work.

I love seeing points of view from different people. It sometimes makes me wonder how in the world they ever came to that conclusion.

Would I blame someone for killing me in an elim with the skill they have learned? No, I would not. I would however blame someone that did what they could to ruin an elim game, thereby destroying the game for everyone involved. If Izor et all were basing and completely kicked me from the flag, and kept me out forever, I couldn't fault him. Unless I am mistaken that is a basing arena, and if someone here officially tells me otherwise I'll retract everything I've said and not say another word on the subject.

Your math is faulty to the extreme, allow me to illustrate:
After you have 15 vs 15 on the main freqs, and 5 on the private freq, the 5 are either not basing, and thereby screwing with the 30 regular basing players, or if they are basing, then you get a bottleneck effect with either 5 in the flagroom, and 15 vs 15 trying to get in (getting shot at from all sides), or 15 with the flag, and the same effect with 15 vs 15 (flag) vs 5 (priv freq). If that were the only downside, it would be annoying sometimes but it would be livable. It gets really annoying having to deal with the tunnel sharks, and shark terrs, and having sharks use all their reps before they even get close to the flag room.
If you disallow priv freqs and you have the 15 vs 10 + sharkterr as you mentioned.. then willingly or not that sharkterr will have to do some semblance of basing. If they TK they can and should be banned, and hopefully all their legit targets will be in the other basing team either in the FR or attacking. So said sharkterr will either be trying to take the flag or keeping people from it.

I never brought up keeping sharks from attaching or a bounty attach, that would be ludicrous. All I'm saying is let the pure basing pub, be really and truthfully a basing arena: Two Sides - Flag Objective.

There are a couple of things wrong with your reasoning here.

First, your elim example doesn't really apply. Your example is about how veterans and newbies both play together even though their styles of play are different. While it is true that the private freq sharks are playing a different style of play, they are also playing for a different goal. They aren't basing. Both the veteran and the newbie in your example, however, are playing for the same goal, to win the elim. Even though they are playing different styles, they still are trying to do the same thing.

Secondly, you forget about something in all that math you did. If you have 15 vs 15 and then 5 people leave one freq to join a private freq, you'll have a 15 vs 10 vs 5 situation. Your reasoning is that people coming in will balance out the 10-person freq. That would be true only if there were more people coming in. Too bad there won't be any, because you already have a full arena with 30 players and likely a couple more in spec. We've already seen lots of people complain about not being able to enter the pure pub arenas because they are full.

And thirdly, how can you claim that Izor and his friends aren't doing this just to "ruin people's fun" or "just to be an ass" when they have said numerous times that they are?

Completly fucking agree ZA. I haven't seen or heard of a terrier sharks, i'm sure if someone really wanted the terrier with the shark attached dead it would be. The majority doesn't like getting spawned and they don't like unbalanced pubs that's it.
