It's not a bug, per se.
What happens is that when you first enter an arena any mines that were present before you came in do not register on your computer. So whenever people see someone lagging through a bunch of mines, that's usually what happens. Some people try to abuse this feature by exiting and reentering an arena just ram through a bunch of mines, but it's still much easier just to change into a shark and repel them anyway, so you won't see that very often.
I think someone mentioned to me once that it wasn't a bug but was intentionally included, but I don't remember if I was told why.

That's true, but I don't see why anyone would do this. The first problem is that when you leave and then reenter, there's no guarantee that you'll default to the same freq. The other problem is that your teammates won't necessarily know you're doing that, and while you might go through unscathed, the explosions and shrap can still affect your teammates. I know those are two minor problems that are easily fixed by taking your time and maybe warning people first, but with the effort involved, plus the time you take to change arenas and possibly freqs as well, you're better off just changing into a shark and repelling them the old fashioned way. Plus it's fairly easy to defend against this bug anyway; the rest of his team will still be affected by the blast, so that one ship is likely the only one rushing through.
Could someone more familiar with ship settings and/or Continuum settings explain why this "bug" exists? I think someone once mentioned that it was intentionally programmed in, but I don't remember if it was just a theory.

I'm pretty sure I can, tk. I don't know any of this for sure, but I'm pretty sure I'm right.
When a weapon goes off, the server doesn't keep track of it. It just gets sent to everyone else in the arena. Each client is then in charge of keeping track of bullets, mines, and bombs. When someone enters the arena, the server doesn't even have the bullet data to provide them. So they just get a clean slate.
