I think only staff has the guide. Which is kind of unlogical because how are we supposed to know how to follow the rules if we can't know they exist?

The rules are in the top left corner of the map and in news.txt. You aren't missing anything by not being able to read the guide.

They are just the "big lines", general rules of how to act.

Think of it like this: You are a Finnish citizen but not allowed to read the law-book. It's pretty easy to stay out of trouble by using common sense but still it would be good to have the chance to inspect a specific law a little closer and more exactly.
