someone has lowered the forced to spec setting to 350ms. And using a 56k dial-up from the states starts at about 140ms then when it crosses the atlantec that adds another 100ms, so at best the connection is 240 to 280ms often spiking to 340 to 380ms. The spec setting used to be 450ms but placing it 350 and below just bars people with dial-up ISP.
The reason for being placed into spec list as due to excessive packetloss, but before and after the pl was only 1.7% and the latency just spiked to 350. The mod said he had no idea who controlled the spec settings.
About a week ago there was a forum thread asking for the spec setting being lowered to below 250ms. That would bar almost all from the US except those using broadband (cable and dsl connections.)
