I'm playing in javs today, and a player is blatantly using the standby on his cable modem to blink in and out and avoid certain death after certain death. The police don't stand up in the middle of an undercover sting and say, "HEY CROOKS, WE'RE ACTUALLY THE PO-PO'S AND WE'S COMIN' TO GIT YA!" The exact same principle applies here. Cheaters may be dickheads, but they're not stupid, at least not so stupid as to continue cheating right in front of a moderator.
How hard is it to establish a procedure whereby all moderators are required to keep secret aliases with which to scout out potential cheaters? You don't even have to dish out powers on multiple names. They are on their "powered" (if you will) staff name when they see the in-coming call. They switch to a secret alias. They watch the cheater and catch him/her red-handed. They return to their "powered" name and ban the little fucker.
It's such a simple idea, so simple it's common sense. I know there are a very select few moderators out there who already do this. Everyone should be required to in all cases, no matter the circumstances.
