What does, "Users may request the phonetic case of a name be changed...," mean?

At the bottom of the ticket it says "boobs lol." Then the last l is a secret link!

Anyways, whom does this help except those who lost their password and the email account on which they signed up? It almost seems as though a lawyer wrote it and and it really seems that someone can't ask for a name of someone that's pretty much quit or died or somesuch. For example, if I wanted Dock>'s or Priitk's name, I would have no chance because I don't have the same IP! (Sorry, that was a lame attempt at a joke; for hopes of sympathy, I'm leaving it there. Obviously no one's going to get their names!)

The idea is to get people their names and squads back. The previous system was designed to be efficient for only one person, since only one person was doing resets (using the system), thus it was too strict and many players did not get their rightful names/squads back.

Currently we do not reset inactive names/squads as there is already an automated system designed for this, though we do realize there is an abundance of inactive names and we are discussing ways of remedying the situation while keeping in mind there are players out there who just collect names and squads for the hell of it, and don't actually use them, thus the problem would eventually occur again.
