"Intent" and "Procedure" are two different things. If your "Intent" is to get the most skilled javs playing each other in a tournament, which I'm sure it is, then your "Procedure" needs to state that the staff is going to make the necessary changes to make that happen.
It's pretty obvious that Cape/Merce clearly thought they didn't make the top 16. They were added 2/3 from what the guy said. That obviously doesn't make sense. I guarantee paradise wouldn't have been complaining if your "Procedure" matched your "intent" from the beginning.1:koan> indy is like being skinny and liking weird music
