Here is a possible way to make it work:

A player comes in and registers to play the next game, telling you your posistion in the queue. Once 10 people register, it will PM everyone to come to the arena. It will then wait until each of those 10 people pm the bot with !ready. If people don't show up within 1 minute, then it will ask the next people in queue to !ready. If there aren't enough players from queue to fill up the game, then it will alert the players saying to wait until 10 people are ready to play.

Once 10 people are ready to play, it will put them in randomly, or in some order based on when the player registered (however it is easiest to program). It will then launch the game and play as normal.

Other players will be able to come in and register for the next game. You can't register for a game while playing one, making it so everyone gets a chance to play.

wbduel is the only alternative to get 5 vs 5 practice when your squad is either inactive or no one else is around to play.

Interestingly enough, I have a copy of that queue thing chaos uses, but adapting it to matchbot would probably be a pain in the ass.
