          In its current form, this idea will not work.


          I think the only way this idea would work is with a "draft" system with a minimum number of players from each skill level that would need to be recruited.

          For example, the teams need to fill out roster consisting of ratios of:

          12.5% lvl1
          25% lvl2
          25% lvl3
          25% lvl4
          12.5% lvl5

          Also some kind of rule would need to be implemented so that the lvl5s will not always be benching for those above them. Maybe depending on each persons activeness, there can be a quota of a minimum # of games that they have to participate in to be able to continue participating in TWD (this will also encourage more people to be active, thus boosting population slightly).

          Players would have to be assigned into lvls not by kill/death average but instead by an unbiased group of 20 players should be assigned to a "council" to vote people into skill categories. This would help eliminate the amount of aliasing going on, and also prevent people from doing bad so that they can get into a squad with better players.

          This system could also possibly help introduce more players to TWD, which could have a positive impact on zone population.

            This is not very well thought through. The whole point of TWL is putting the best squads against each other. It's a very cut-throat league and I won't have it pussied up by being forced to both recruit and play shitty pilots. And as has been said before, if a team can win without playing TWD during the week, and has earned its place in TWL already, then they have that right. And it is up to captains to formulate lineups, not league rules. That's just straight up retarded.

            The only way this idea would work, and I still think it's messed up, is to rate players once per season and have a set amount of lvl 1, 2, and 3 players a team can have. Otherwise on your system a team of 35 could still put 4.3 lvl 1 players into the game. i'd say 2 lvl 1 (these guys would have to be absolutely key players), 5 lvl 2, 10 lvl 3, the rest lvl 4-5. So people with small rosters could still foster skill (i.e. syndicate) and have a chance of winning without wasting space just so they can have both demonfaze and colonel on the roster.

            And if you look at leagues as they are, there is no squad by my standards who has more than 2 1st tier, 5 2nd tier, and 10 3rd tier players. So again the whole idea is retarded for TWL.

              I agree that it wouldn't work for TWL, it would probably be more suitable for an on-the-side type of thing (what draft league should have been like perhaps).

                    Rating players causes too much bureaucracy and would take too much time. Not to mention staff has enough to do already just organizing each season. We're lucky this season took off as soon as it did... considering the last few seasons. Let's not burden them any more than necessary. I'm happy with the status quo. :P

                    ps.. when i was captain... I contemplated and even proposed to offer money to active players. It was awhile ago so i don't remember exactly but I think it was something like $25 for MVP in TWLB matches & $50 if we made it to the playoffs. I think most of the team frowned upon the idea. So the idea was tossed.
