The November Plan shows increases in City fund revenues that are unprecedented at this point in the budget cycle: $2.3 billion in FY 2007."

            Does this sound to you like they are in need of 'ez money'? What it sounds like to me is that you made a post without having any facts and based on pure conjecture. Do we assume that all of your posts, including ones about religion, are done this way?

                    I think it's kind of funny that in a professional newspost or whatever, they're saying "the N-Word". If blacks are still complaining about the word ******, whilst they use it themselves as a term of endearment? Fuck that shit. You can't use the word in a favourable fashion, but then when it is to your advantage, to call some white guy on it. Maybe the next time a big gang of black guys call me a cracker I should shoot them all? I mean if a white guy says ****** blacks guys take it as their duty to beat him right?

                        It's called context. If you don't understand the concept then you're not fully equipped to even discuss the issue.

                          Sorry the state is in debt by 40+ million, but I thought the city was as well.

                          NYC Debt Plan

                          New York City needs some serious action regarding its deficit. Though no California, the fiscal problems are still pitting politicians against each other, even in the same party, in an effort to bring the city back into the black.

                          New York City against New York State: "At stake is New York's $2.5 billion debt left over from a plan that bailed the city out of financial crisis in the 1970s. " (Poughkeepsie Journal)

                          The plan introduced by the Democrat-turned-Republican Mayor Michael Bloomberg, and supported by a city council of 95% Democrats, is to have the state take over that huge debt chunk from the city. The city would sell bonds, but the state sales tax would refinance the debt. They claim the need for a bailout from the state, and allow the city to flourish - after all, isn't NYC the backbone of the state?

                          Fittingly, at the state level, the parties have aligned themselves together as well in the guise of Republican Governor Pataki and Democrat State Comptroller Alan Hevesi. They claim these two negative points:
                          --the plan passes city debt onto the entire state
                          --old 5-year payment plan changed to 30 years (not paid off til 2033)
                          Originally the plan had the Municipal Assistance Corp. (group setup to bail out the city from the fiscal crisis of the 1970s), operated out of the city, paying off the debt in 5 years at $500 million per year. With the longer payment cycle, the annual payments are only $170 million, but the interest makes the total cost more towards $5 billion. And spread between state taxpayers, not just city taxpayers.

                          So Bloomberg and NYC got the state Legislature to pass a bill requiring the state to approve the plan in June. Enough votes were present even to override a veto by Pataki. So in response, Pataki/Hevesi are using the Local Government Assistance Corp., to obtain a court order to block the plan.
                          So far the court order has been issued, and is good til August 25.

                          So we wait...
                          Explain what that is? They can go positive for the year and still possibly have a chunk of debt.
