corporate squads have taken over this zone. there is no real remedy or solution, except the inevitable zero point which doesn't really seem that far off. perhaps you already knew of this, perhaps this has been going on for longer than i have been here, but with such a low population, 30+ members on a squad leads to clusterfuck and "bill gates"-aggregation. lower the cap or sit back and nap - it's all downhill from here.
