This is a Doc Flabby. They are the best of the best in flabby science and are actually capable of inventing something usefull. Generally, there will only be five Doc Flabbys in the world at one time. Together the Docs make up the scientific council who advise the Viceroy on any vaguely scientific descisions. To show their rank Docs are given a lab coat. Doc its not limited to just those locations...I have been a silent participant myself in the southern states.
