I thought it was trenchwars.org/demographics but apparently not.

I'm looking for the site where you have collected IP's of everyone and based on that can look up which country people are from.

It has been taken down since the project hasn't ever been completed and it showed the IPs of players.
Soon a new project will go live as beta which will replace the Demographic project.
