This is what we call a balance, where both factions keep themselves in check. Unless you go back to a purepub, you're going to have to deal with the fact that it won't be 100% basing all the time, and you'll have to deal with other stuff.
Noah's right that most of the time ?cheater calls are slow to be answered, and rarely result in any kind of action against the tk'er. I think some of it is because: people are using it for accidental tks, which is like crying wolf; people are intentionally tk'ing and then quit when they notice a mod; there aren't any mods in the pubs; or the mods simply give a lot of leeway with it because it usually regulates itself.
I kinda disagree that there aren't any mods in the pubs, but I do agree that they're pretty lenient when it comes to warning/banning, but that does stem from the fact that as person making the complaint, you only see one side. you don't see if the other person was warned or not.
I know most of the time I have a problem with TKs, it's actually from a jav who's trying to TK the LT. Usually that requires preemptive ?cheater calling before you die, and it's obvious from the chat lines and a few seconds of spectating that they're trying to TK the turret. Yet they're never banned and I can't tell if they're warned or not. Much worse IMO than accidental or negligent levi TKs, yet no action is usually taken that I'm aware of.

But as I can see, this isn't the best time to bring up the levi debate. At the same time, I'm not going to let it go completely unvoiced while it's being vilified. It's central to the debate, but if we want to keep it to bringing back the old settings or keeping the voting, I guess I can keep with that from now on. Just don't go hating on my LT brethren.
From here, I think it may be best to go to the alternating pubs, where zero goes from pure to levi every few hours or days. That's minimal confusion compared to the voting which can change settings every 5 minutes. It's fair in that both sides get equal time and space. It's not ideal in the sense that we hold democracy above everything else, but it is fair.
