Could Cafepress or a service like it be used for this? AFAIK it will not give any initial costs, you just have to have the artwork.

T-shirts etc cost money. This should not be done unless it's sold for cash to raise funding for buying the source code and adding steam integration.

For a little history - this was done before back in 2001-ish, when there were significantly more players. It failed and died. I don't see any reason why it wouldn't fail and die now.
