The reason HyperSpace is doing this isn't because we want to steal population from other zones by inflating our own. It's HS' attempt to motivate the owners of zones that are inflating their population to stop doing so. Why? Because as soon as those zones stop faking their population, HyperSpace will also remove the +1000 population.
It's fairly ridiculous that a zone like Chaos actually changed some stuff on their server so that the fake population would show, as they were worried that without doing so they would be disadvantaged.
As for TW: I think that simply making bots work with a "spawn" system would cut down on the inflated population. A bot isn't needed? It leaves the zone. You need a bot to host event xyz? PM some central bot !spawn <thebotyouwant> and it'll enter and be ready for use. A duel bot can be spawned as soon as a duel arena is non-empty, etc.
Of course, the reason this kind of thing wasn't implemented in the first place is that zones are, or were, stupidly competitive with their population inflation and see/saw extra population in the form of bots as a positive side-effect.
