Add lag limits to pub

I'm getting tired of reporting people who lag enough to be difficult/impossible to shoot.

I understand that pub is supposed to be open enough that most people can play, but it needs some sort of control - to stop you wasting time on my cheater calls if nothing else.

Maybe 400ms spike = spec?
And 300ms average = spec?

No I don't want to get rid of them, but if they lag too much it's because they're on the opposite side of the planet and there's not a lot I can do about that.

What about this... Instead of having something that stops the laggables from playing, what if there was another public arena for specifically for lag? The laggers could be moved to there and anyone else could join. Or vice versa... Create a public arena where lag isn't allowed.
