Get rid of freq shuffles

This game definitely promotes mediocrity. Anyone doing well? No problem, just freq shuffle them out of their bounty. 200 bounty wb or jav in base? NP just abuse freq shuffle to get rid of him....

2000 bty base terr? NP just buy them out of base or freq shuffle their bounty away...

Considering I've only seen at most 4 people vote during a freq shuffle vote, why do we even have it? 1 person can ruin game. Freq shuffled out of 400 bty by vote 3 to 0...

It doesn't reset streak, at least make it so it doesn't reset bounty.

but u gotta admit the system sucks. it's bad enough a team can buy a base wipe. this isn't the first time it's happened.

Bounty should not be reset when a shuffle takes place.

bounty too high? find other player to shuffle
