See where the pings and ploss increase? That is Telefonica. The new AOL. Slightly lower costs, really crappy connection very often.

Edit for some more detail:

Your bandwidth does not define the quality of the connection. Cargo trucks transport more content, but aren't really faster. Those line owners start stuffing data into trucks when the line gets crowded. The more people use it, the more traffic gets reshaped that way. You can sometimes get around this by booking an additional fastpath option. But not all ISPs offer that and it is no guarantee your lag will decrease. 2pacZ's suggestion of using a VPN might work, but if you end up in the same line on the way to that VPN provider, you will get the same results.

rab has used that VPN i recommended and he said it works wonders.

And some other zone is showing good to me. After i got a vpn my ploss is gone. Look at hopone... there is the ploss.

picture it this way:

you have dialup, so you can only ship 10 trucks per day on the road from schope corp
some get blown up by terrorists, 2 per day

that means 8 trucks get to the schope store

you just bought a new gigabit warehouse, so now you can ship 1000 trucks per day
but now your terrorists are angry, so they blow up 992 trucks per day on the road

that means 8 trucks get to the schope store still

yes you have a better connection, but your losses make it not better

Yeah, at the time it was the only way I could play. That issue only lasted a few weeks, under normal conditions I wouldn't use the VPN.

My connection is better than 99% of UK but I still find this game really laggy because the server is in the US. I don't think it's a coincidence that this game thrived when the server was in Finland, and is basically dead now the server is in USA.
