moderators will watch if the player is teamkilling if so he will get warned and banned from bombingships
for the annoying PM's just use ?ignore playername or
sometimes even ?lines=0 if you want to play without any messages, with this command TW is a very peaceful place

Maybe when the admins realize that by letting toxic players continue to play, they're costing this game more player hours than otherwise, then I'd return.
However, since I see:
