Replace TW-Guard with Mods

TW-Guard is a poor replacement for having actual mods online. Sure you could tweak the algorithms but it's still just an algorithm. Time to step up the hiring and reduce reliance on the bots.

Remember, stop letting staff use !tell to reply to people, have mods talk to people instead of using bots for everything..
