Well i think that we could add like a vote cap thing similar to elim and we are only allow to vote caps that have played for so long in tw....
we could have the bot arena the canidates for cap

It wouldnt be all that hard to tell if there are enouf people in the arena at that moment

Or if all else fails the bot can pick the people at random making sure that it doesnt pick newb ones
