I suggest that mods, or only smods be given the ability to !blacklist <name> to the bot, and that person will never captain, ever again.

It's better than any list we can manufacture on here.

To do that correctly you really need criteria for being blacklisted, and perhaps even repeated offenses. It's not really effective unless you're trying to get rid of someone like Tictacs.

I'm sure that most people that actually did enough to get blacklisted would just make a new name so that they could be a captain again.
