Logging in & Logging out on TW forums

When logging into the TW forums, I noticed that there are two links that you can click after you login and you are in the intermediate link that tells you that you are about to be redirected.

Well what I don't understand is why there are two links. One link says "Proceed" while the other link says "click here if you are not redirected immediately". Is there a significance to having them both? They both perform the same action.

It's for people like me who don't read...we just move our cursor and click when we feel like clicking. If there would only be ONE hyperlink, the chances are way too small i'd be directed to the forums....
